The imapflags extension may be enabled in your configuration scripts,  
but this is *never* by default. Both Dovecot 1.x and 2.x disable this  
by default. So unless you (or the people who packaged Dovecot in the  
distro your using) has put this in the configuration files, the  
extension will not be enabled.

You did configure your mail transfer agent (MTA) to use the Dovecot  
local delivery agent (LDA), right? Otherwise you can keep making all  
kinds of modifications to Horde and Dovecot, they will never be used.  
If your .sieve scripts are created (and updated), chances are that  
this is the problem.
