[horde] Horde 5 - Choice of SMTP server

'smtp' option in backends.local.php.

There is no way of allowing a user to choose SMTP server, and I can't  
see any valid reason why this is necessary.  In the above example, it  
is the admin's job to choose the correct SMTP server that will work  
with outgoing mail.
