Of course, you are not asked to test against any PHP
distribution/patch level around. It's the distribution's task to
deliver a working PHP and the distribution user's task to provide bug
reports. If debian does really not port bugfixes, we cannot help it.
Horde does run on various distributions which do backport bugfixes or
deliver a recent php version.
