Either click on "Edit as new" or choose "As attachment". The first 
option will alow you to edit the original text and remove or add any 
attachaments, but you won´t get the basic headers in the body text 
indicating it´s a forward (From: ..., To: ...). The second option will 
forward the original email as it is, not allowing you to make any changes.

This behaviour has been discussed several times in the lists (in IMP 
list I think). You can find more info int the archives.
