No it doesn't.

I can verify that the IMAP server is ONLY pinged when the IMAP server  
is needed.  It has nothing to do with authentication.  Horde  
authenticates once to the IMAP server per session.

If you are seeing IMAP connections when browsing to something other  
than IMP, than you almost certainly have new mail notification turned  
on.
