This change breaks upgrading installations that already use memcache  
before the upgrade, since the hash table backend must be configured in  
a working installation. And the installation won't work, because the  
hash table backend isn't configured (chicken-and-egg problem).

It is possible to work around this, by making sure that before the  
upgrade is performed, memcache isn't used anywhere (caching /  
sessionhandler). After the upgrade, the hash table backend can then be  
configured and caching and/or sessionhandler can use the hash table  
backend again.
