I agree, even if this is not the only problem, you have just installed  
new files with root permission.
The old Horde INSTALL doc used to instruct to change permission on  
Horde directory to your webserver user (www or www.data, for example):

chown -R www.data:www.data /var/www/horde

Restart your webserver, and try again!
