No.  They are two separate things.  Mail logging is used to track sent  
mail usage in a given timespan.  This data may be purged on a regular  
basis.  This data is not visible to the user.  This data is not tied  
to a specific message.

Mail history is a list of what compose actions were done to a specific  
message.  This data is user visible.  This data will never be purged  
(unless the message is deleted).  This data is tied to a specific  
message.
