[horde] Whups Assign on creation should populate Assigned date

When I create a new ticket assign it immediately during the creation  
Step 4, it correctly assigns to the selected user, but does not fill  
date_assigned with the date.

I would have thought that it should be set as part of creating the  
assigned ticket.
