[horde] Nag ignores Rewrite or Get-based URLs

Then you didn't put it under <Directory> context, or you didn't put it 
under correct <Directory> context.

All I can say is that it works here with Apache 2.0 and 2.2 without 
issues. You need to backtrace a problem on your side.
