[horde] ingo and folder names containing non-ascii chars

Hi!

I found a problem with ingo - when creating filter rule and pointing  
to the folder, which name has non ascii characters (like ā, ē, š etc),  
it corrupts the folder name, creating folder which name contains  
gibberish instead on national chars.

If i change respective rule in DB (using phpMyAdmin), ingo accepts the  
change and works as expected.

So, I conclude, there is something broken in UTF8 support within rule  
creation part.
