[horde] Cannot edit filter rules (ingo with timsieved)

Additionally I cannot change/edit/vuew the rules of the other user. Every
time I click on a rule the ruleset is changed to my user. So it's actually
impossible to handle shared rules.

Is there something I can do to fix or analyse this problem?
