I guess so. Each Horde PEAR package is listed there. If you want to  
see what has changed, open the package.xml file from the respective  
package. From the release notes, you should be able to find what has  
changes. If that's not enough, check out GIT  
(http://www.horde.org/development/git). This will tell you to the  
lines of PHP code what has changed).
