[horde] changelogs accessible?

There used to be explicit changelogs on pear.horde.org page, but  
recent changes to the program that builds that page were necessary to  
fix some absolutely horrific performance issues.  The changelog  
display code was lost in this switch, and will need to be re-added (we  
use a modified version of the upstream source to build the Horde repo).
