[horde] Problem with preferences backend

This is an installation with only one user. I found out that
max_connections=16 and cannot be increased. Perhaps that is too small 
for the basic Horde setup plus one user?

In that case, perhaps I should use the 'Files' driver for the 
preferences. Are there important downsides to that?
