[horde] database backend and remote browser configuration

Hello,

I'm trying to set up Horde webmail remotely on an fc20 system. I'm
trying to log in for the first time and getting an error about
database backend not configured and preferences stored locally. The
browsers I'm trying this with are IE11, Chrome, and firefox, both
giving the same error, and nowhere can I click on administration tab
or anything.

Is there a setting I have to enable to allow remote browser
configuration and where do I set up the database backend, in my case a
mysql database, as opposed to local preferences?

Any help appreciated.
