[horde] Permission for ressource creation in kronolith

hi,

is it possible that only and only the admin user can create ressources  
in kronolith? i want to give a user (secretary) the permission to  
create ressources but i didn't find a way to achieve that without  
making this user to the admin of horde. permission dialog doesn't show  
a permission that can be selected and anabled for this task. is that  
right?
