Yes, you can change the localization file Horde_Core.po to change the  
link in the top toolbar (search for 'msgid "Problem"' and change the  
following line). To customize the actual reporting form, you can  
change the Strings in horde.po.

Then you have to create the machine readable format .mo from the .po  
files with msgfmt, for example
msgfmt -o horde.mo horde.po
