The PECL version of what? If you mean Horde, I assume you mean PEAR?

Either way, it doesn't matter. The current stable (from PEAR) contains  
the necessary code for the permission, as does git master. But, like I  
said, from your screenshot it doesn't appear that you have that  
permission set, so it shouldn't be limiting you to only 1 device.
