[horde] Horde nologin feature?

THX. Actually it's not what I'm looking for. Using hook, you have to
enter your credentials to get "Login failed" cryptic message (without
any reason).

Maybe the message can be tuned but I'd like to get empty page without
even login form in case of nologin. Yes, I know it can be done via web
server config.
