[horde] Resource Permissions?

Right now, the only permissions available are for allowing a user to  
see the resources' calendar's, and thus all of their "appointments".  
There is currently no per-resource permission on who can see/allocate  
a resource. You can create an enhancement request for this. Also, what  
would be the use case for allowing a user to SEE a resource, but NOT  
allow them to allocate it?
