Are you asking about licensing rights?  You should read the GPL/LGPL  
and/or get input from people that understand the licenses.

Very simply, if you are strictly using Horde as a service then the  
distributions parts of the GPL/LGPL shouldn't apply.  BUT some of our  
javascript libraries are labeled as GPL/LGPL, in which it might be  
argued that you are distributing/conveying the code under the GPL if  
you serve these files to browsers so you mighr have to provide access  
to your code modifications (or, at a minimum, provide access to the  
original source).  This is an open question though.
