[horde] Little code change request in next pull

Hi,
I've noticed in Users "Global Preferences / ActiveSync / Last Sync Time" 
the time should be displayed in users timezone set in "Global 
Preferences / Locale and Time".

Would be simpler if client is checking if his devices are synching as 
expected..
