[horde] "Error: User is not authorized for imp" with PHP 5.6

FWIW - I don't believe any developer has tested with PHP 5.6.

We can verify that all unit tests pass (see, e.g.,  
https://travis-ci.org/horde/horde/jobs/26966286), but that's automated  
testing on a machine we don't directly control using PHP 5.6.0-beta1.

As I mentioned with PHP 5.5, please don't expect PHP 5.6.0 (or even  
PHP 5.6.1 or 5.6.2 or 5.6.3) to be "stable".  Experience has shown us  
it takes multiple PHP releases to get to where we would classify  
things as "stable" for purposes of running a production server.
