[horde] Question about permission MaxAttachmentSize and max_devices

two questions about the EAS permissions.
1) Is "Maximum number of devices (max_devices)" per user or Horde  
server (all devices)?
2) What is the unit of the "Maximum attachment size  
(MaxAttachmentSize)" setting, kB?
