Depending on what you are trying to do, there are a few options.

You can use Horde's built in vhost config support and configure a  
different table for the permissions driver for each domain. This is  
the best solution if you are trying to provide different provisioning  
profiles for different domains (as opposed to just different profiles  
for just different users - which you can do using groups and users).

The other option is to use one of the activesync hooks to enforce  
whatever it is you want enforced for each domain.
