Make sure you have the pre-requisites enabled:
http://bugs.horde.org/ticket/11596#c3

Then read http://httpd.apache.org/docs/2.2/mod/mod_rewrite.html of your 
version of apache, the syntax differs between 2.2 and 2.4 for instance.
