The full error message is logged in Horde's log file, and is shown below
only to administrators. Non-administrative users will not see error
details.

The directions to install Horde 5.2.1 say NOTHING about the permissions
on the horde directory.  Experimentally, I've noticed that changing from
owner root to owner apache conf.php makes a difference, but should all
of the files under horde be owned by apache?
