Don't trust a HowTo, read the DOCUMENTATION.

this howto suggest wrong things. NEVER edit horde/conf.php. instead  
create horde/conf.local.php
( see http://www.horde.org/apps/horde/docs/INSTALL#configuring-horde,  
Point 2 )

who said you need it? the howto?

lz4 is optional

maybe an php error. inspect webserver logs
