OK, but at least there is tz data there, for example in
/usr/local/share/pear/tests/Horde_Timezone/Horde/Timezone/fixtures/europe

And where *should* it be then?

Anyway, the real question is why it is not in the cache + the error  
only appears when syncing with CalDAV.
