There is no "Thunderbird" storage, the storage need to be provided be  
someone else. It does make sense that this is the E-Mail Provider  
which in turn might use Horde to provide E-Mail services. If you  
provide mail services with IMP your chances are high that you also  
have users which use Thunderbird either exclusively or side-by-side  
with IMP. So from a mail service provider view it does make sense IMHO.
