Nope, Horde_Mail depends on Horde_Smtp:

horde/Horde_Mail requires package "horde/Horde_Smtp" (version >=  
1.7.0, version <= 2.0.0alpha1, excluded versions: 2.0.0alpha1),  
installed version is 1.6.0
