[horde] Global preferences don't persist...

I use postgresql as a backend database.  For some reason, everything,
except for global personal preferences, seems to persist.  Personal
preferences include one's source email address, name, and default
location.  I hate to switch to a mysql database for just preferences, 
but I'm at a loss to troubleshoot this.  I suspect that the database
isn't storing the preferences.  Is this a bug in horde-5.2.3?
