It is not a required package, it is only a convenient wrapper that
will install a collection of Horde modules for you.

What does 'horde-db-migrate' report about the status of your database
as it is? Assuming that you already have a database available, there
should be no need to mess with the 'horde/config/conf.php' file (as
written in the header, you should use the Administration panel for
that).
