[horde] pear installation issue.

Any chance that you did the first installation as a different user  
than you are now trying to upgrade with?
For example: you installed when logged in as root, but you are  
upgrading when logged in as Anant. This happened to me once, and I was  
confused for quite a while before I figured it out.
