[horde] disabled world share does not work

hello list,
we have upgraded to latest horde version 5.2.4 and the share config does 
not work now.
we have configured

$conf['share']['no_sharing'] = false;
$conf['share']['auto_create'] = true;
$conf['share']['world'] = false;
$conf['share']['any_group'] = false;
$conf['share']['hidden'] = false;
$conf['share']['cache'] = false;
$conf['share']['driver'] = 'Sqlng';

so still the users can give rights (nag, kronolith, mnemo, turba) to 
guests and auth users.
