[horde] disabled world share does not work

the $conf['share']['world'] - option. config text shows "If you enable 
this option, users will be able to share their resources with all 
(authenticated and guest) users on the system." so if i disable this 
option (not enable) i expect that i could not share my things with all 
users - but i can. in earlier version the right management does not show 
a line for guest and auth users if this option was not enable. regards rene
