[horde] Setting date and time preferences

AFAICT, Mauricio was talking about setting individual user's
preferences. That's not what I'm talking about. Individual user's date
and time preferences work fine. What I would like to do is change the
defaults that are used when there are no individual user's preferences.
So far, I'm unable to do this, and I would like to find out why.

I'm afraid I still don't understand what you're saying.
For sure, there aren't any user preferences that have anything to do
with date and time in this case:
mysql> select pref_scope, pref_name from horde_prefs where pref_uid='mmuster2';

Still, the intended default setting made via prefs.local.php
($_prefs['twentyFour']['value'] = true;) does not take effect for this
user.
So, are you saying is that this is a bug then?
Or are you saying that I need to use a hook to set up the default value
properly?
