[horde] Contents of motd.local.php are ignored.

Dear List,

I have added some information in motd.local.php, but it is not getting  
displayed in Login screen.  I am using HGWE 5.2.5.  Am I missing  
anything.  Same motd.local.php works in HGWE 5.1.4
