Yes. See http://www.horde.org/apps/horde/docs/INSTALL#id2 which list  
the following:

These PEAR packages are RECOMMENDED to be installed:

     1. Net_DNS2

        If installed, it will be used instead of the built-in PHP  
function gethostbyaddr()
        for host name lookups. This has the advantage that Net_DNS2  
has configurable
        timeouts and retries. To install, enter the following at the  
command prompt:

        pear install Net_DNS2
