right, I would avoid using distro packages

so one option is to mirror pear.horde.org but there are dependencies to pear.php.net and pecl.php.net
Simply mirroring one source don't solve the problem.

Maybe it turns out "running Horde is only suggested in online mode"
Would be nice if the developers could clarify.
