[horde] Newest turba cannot be installed via PEAR with PHP 7

The newest release of turba cannot be installed via PEAR when PHP 7 is active.

The error reads:

  horde/turba requires PHP (version >= 5.3.0, version <= 6.0.0alpha1,  
excluded versions: 6.0.0alpha1), installed version is 7.0.12-1
