Nothing to do with Horde.  Horde/imp is just an client.  Is it possible to
send DKIM-signed messages with Outlook?  Yes.  But this transparent to the
user, and depends on your backend configuration and MTA.

On my systems, postfix reroutes submitted mails (port 587) to a DKIM
signing daemon.  For all messages.  Whether submitted/sent from Outlook, or
webmail.
