[horde] Login problem for Horde Groupware but Fine for Horde/Imp: "user is not authorized for imp"

Could be a few things. Check Admin->Permissions to be sure user has  
permissions to the IMP application. Also, check that "horde_auth" is  
set appropriately in imp/config/backends[.local].php.
