I am an OpenBSD user; so my suggestions may not be correct if you are  
using Linux; so you may want to follow the instructions of the more  
experienced Linux folks.

In my case the following works:

[Date]
; Defines the default timezone used by the date functions
; http://php.net/date.timezone
date.timezone = America/Winnipeg
