[horde] Install Horde on Suse 42.3 and PHP7

Hi,

I know that there are problems using horde with PHP7 but it seems 
possible as I found here for CentOS:
https://dokuwiki.nausch.org/doku.php/centos:mail_c7:php7:horde_1

Now in Suse 42.3 I tried the installation preparations as described in 
the Horde documentation.

In point 4 of the manual I get an error message:

pear run-scripts horde/horde_role
Could not retrieve package "horde/horde_role" from registry

Please help.
