[horde] installation woes

Greetings

Trying to setup on a Debian 9 (stretch) box using mariadb (10.1.26), php
(7.0.19-1), apache2 (2.4.25) using horde 5.2.22 using a global (I think its
called) setup.

Using

https://www.horde.org/apps/webmail/docs/INSTALL

as an installation set of destructions.

Completed all items to (and including) 3.1.

When the command is used
$webmail-install
PHP warning:  require_once(/var/www/horde/lib/Application.php): failed to
open stream: No such file or directory in /usr/bin/webmail-install on line

I have been unable to find any suggestions for changes or modifications
using my search engine (Duckduckgo).

Advise on how to resolve this issue would be appreciated.
