It's an important configuration file for Imp, assuming that you are
referring to .../imp/config/backends.local.php. As in most cases for
Horde config files, site-specific configuration should go into files
with the ".local" extension so they won't be overwritten upon
updating. (Besides ".local" files, you could also use config files
with the "-sitename" extension)

I think it's only required for Imp to work, not for Horde. But then,
most Horde installations will use Imp.
As for having to put your IMAP server into backends.local.php - how
else do you expect Imp to know your mail server setup? Should it be
guessing?
As you probably know, Horde and Imp are very versatile in regard to
different backend server capabilities. So to make use of this wide
range of possible server setups, a config file with a rich set of
options is needed. Not everybody is going to use a setup of the simple
"Horde installation on exactly one server with Web server and mail
server" kind.
