Maybe I was not clear enough: not to "assign" the ticket, but to display 
the comment, when creating a new ticket.
In the german version on "bugs.horde.org":
"Diesen Kommentar nur für Mitglieder einer bestimmten Gruppe sichtbar 
machen?"

If I enter my public website, I can see all groups I ever created in 
Horde :-(
