In 'config/motd.local.php' that is. In that case, it will only show up  
in the login page however. This should be fine to meet the  
requirements that this information must be easy to find, as every user  
must enter your site through the login page.

If you really feel the need to put this information on every page, in  
'config/registry.local.php' you could create an item to be placed in  
the topbar and link to a page with the privacy statement.
